概要
Before Nuclear Regulation Law were amended 2012, there is no Back Fit System concerning Site License. But several courts ruled that Nuclear Regulation Agency had to back-fit Site License on Fukushima Dai-ich Nuclear Power Plant. These courts ruled that State Government must compensate residents because Government didn’t back-fit. This Paper analyses the law concept on Back Fitting System before Fukushima Dai-ich Accident.
