Abstract A non-profit organization named HSE risk C-cube, continues risk communication activities to inform local residents in Tokai-mura how JAEA, NPP and nuclear fuel processing facilities had damages, recovered them and what they are improving. Also, the NPO researched what actions the off-site center for nuclear accidents and village office took after 3.11 earthquake. Members of the NPO were surpris ed the differences between what they were informed by nuclear licensees before the Fukushima accident and what nuclear licensees provided against severe conditions. After Fukushima, local residents need to know the real safety measures of nuclear facilities to think again risks according live near them. Therefore, nuclear licensees should communicate residents to search risks together, not to mask them.
