In Japan, it has been understood that in a group , “atmosphere” prevails rather than r ational judgement by individuals. By analyzing the response of electricity company when nuclear troubles arise, it has been obvious that “atmosphere” was fostered and spread. I t has also been revealed what factors contribute to forming and spreading “atmosphere”.
