ROPの導入と事業者が果たすべき役割
概要
US regulatory inspection program ROP (Reactor Oversight Process) is successfully being operated for almost two decades. Japanese Nuclear Regulation Authority (NRA) decided to introduce very similar process into Japanese inspection system from 2020. For achieving safety and reducing unnecessary burden at the same time, ROP is designed to fully utilize risk informed schemes in its components, i.e. sampling of the inspection items, determining importance of the inspection findings, regulating the strength of the enforcement, and allocating the role of regulator and that of licensees. First, explaining the aims of ROP and how ROP realizes these aims using risk-informed schemes in its components. Second describing the importance of CAP (Corrective Action Program) and Configuration Management with well organized “Design Basis Document”.
