検査制度移行における課題の背景?適切なパフォーマンスの選択?

Facing the introduction of new regulatory inspection which is a performance-based inspection from 2020, the word “performance” is very commonly used in many placed and occasions in Japan. This word “performance” represents many different meanings depending on the persons and situations etc. The performance-based inspection is an effective and efficient tool for realizing it goal of achieving safety. Moreover licensee’s performance-based activity is also a key of the plant safety. In this kind of performance-based activity, it is important for each person who proceeds daily work to understand the performance goal of each. In this paper, first describe the concept of nuclear safety performances with some examples and try to clarify the things that the work performance means. Second, refer to the importance of understanding each person’s performance goal in a good quality assurance, using an example of a very effectively operated good restaurant. Finally, proposing how to make the performances clear to every person who has to focus on these performances, using layer structure of performances, similar to ROP cornerstones or the design bases described in Design Basis Documents.
