福島第一事故後の安全対策/安全性向上対策は十分か? (安全性向上のために重要と思われる事項)
概要
The New regulatory standards for nuclear power plants (NPPs) in Japan were strengthened, based on the lessons learned from the Fukushima Daiichi accident. At first glance, it seems that they mainly require improvements in the hardware of NPPs. Of course, improving safety by hardware is very important and needs to be continued. However, on the other hand, improving safety by software or human ware is also very important. Therefore, active discussions have been held on software and/or human ware in international forums such as the IAEA. For instance, it is discussions about how to strengthen preparedness against unforeseen events from the viewpoint of ITO (Individual, Technology, and Organization), or how to construct system safety composed of not only hardware but also human and organization/system. There are also active discussions about the factors that affect human performance from the viewpoint of HOF (Human and Organizational Factors). Based on the above, this paper discusses important issues on safety improvement by software and/or human ware.
